I’ve been a very happy Weaver fan for a number of years. I had converted all my other weblogs to Weaver Extreme except for one that I’d kept on Weaver II. It went toes-up on me last week, and I had to rebuild it. I converted to Weaver Extreme as I did so.
I’m about 99% back to where I was. I’ve just got one nagging question for you. My site used to have 2 parallel sidebars on the right. Now, I have to put one on the right and one on the left. The only alternative I’ve found is to stack one on top of the other. Is there any way to set up 2 parallel sidebars for widgets on the right running down the whole page?

You need to elaborate on the type of content.
For example, you can use a two column Widget in the sidebar, combined with the widget shortcode plugin, you can insert other widgets inside each column.
If you have plus, you can also use the Flex column widget to create any type of layout in the sidebar, and vary the layout based on the device type (desktop, tablet, phone)
There may also be a way to use the Block editor in widget
As it stands right now, I’ve got two sidebars– Primary is on the left, and Secondary is on the right. They’re running down the page, top to bottom. I’ve got multiple widgets in each. Previously Primary and Secondary were next to each other on the right, and I had a small widget area across the top of both of them that had a couple of widgets for announcements, etc. This was done with Weaver II.
When I converted to Weaver Extreme, the Primary and Secondary were now on top of each other, and I could not find a way to make them run parallel. I was wondering if there was a way to get back to that layout without moving to Extreme Plus.

As I said, you can create any layout inside a single sidebar widget area, using the Plugin Widget shortcode, that will allow you to insert widgets inside a widget.
For example, to create the layout you describe with one full width widget at the top, and two columns of widget underneath, you could do the following.
Use the primary widget area for the top widget
Insert a 2 column text widget inside the secondary widget area, then to insert widgets in each column, use the Widget Shortcode plugin, that will allow you to insert widgets using shortcodes.
Alternatively, if you need more elaborate widget layout inside your sidebar, you can use the Plus Flex widget as referenced in my past post
