Header Widget above Fixed to top menu

Is there anyway to create this?  The menu is above the header image on this page but not pinned  Here is the website link https://iaati.org

I feel like there should be a way to have the header widget above the menu even if it is on top of the header area.

I also feel like we should still be able to have a mini menu above the standard menu even if the menu is on top of the header area.  Any suggestions would be appreciated.  I don’t need the search bar, just the buttons.

If you have plus, there is an option for the “Header widget Area Position”, in there you can choose “pre #header div”

That should pace it above the menu and you can then fill it with your content.

and if you want the header widget area above the menu to be fixed, you can add the class
