I set them to use the same font family (Open Sans) and same font size (Medium Font), but the title is clearly larger than the tagline. I was expecting it the opposite way (i.e. tagline being smaller). Is this normal?

font size is in em, and that can lead to strange behavior depending on the hierarchy.
Just adjust the size until it looks like you want
