Not sure what you mean, this IS the primary menu default position, unless you have checked the options to “move primary menu to the top”

You have set the menu to be fixed on top 🙂
If you want the Whole site to be Full browser width, you can either set the Wrapper Area > Theme width to a large number like 4000, or you can select the align option “alignfull” for all the main area, Header, Container and FooterSeptember 18, 2021 at 22:03 UTC - Views: 27 #69598

Did you look for it ?
Main options > Menu > Primary menu bar > Fixed Top menu
Customizing ▸ Layout > Menus > Layout for Primary Menu > Fixed Top primary menu drop down list
And for the site width I told you what option to use
Main options > Wrapping Areas > Wrapper > Theme Width box > 900px
Then set all main areas to align center

You really need to make an effort in exploring the basic theme options here….
If you are using the legacy Admin (Appearance > Xtreme Admin > Main options), Then each are including the menus have their own align option in which you can and should select Center.
You need to do that not only for the Menu, but header and header Image….
If you are using the Customizer, Then you have a dedicated section called “Spacing, Width, Alignment” that holds the align options for every element, including Header area (with header image under that), and menus….
And your footer is 900px, so not sure what you are saying
