How to always have menu expanded on phone?

I have been over and over the Weaver Xtreme settings and looked through answers to other people’s questions, but haven’t found this one:

I would like the main menu to *always* be expanded when viewed on any device, including phones.  I have “Main Options > Menus > Primary Menu Bar > Hide Area” set to “Do Not Hide” — so I think it should be visible.  But on my phone it always comes up as an icon with three little lines, not expanded.

The default menu bar will always turn into a mobile menu.

If you have the “Plus” Plugin, you can activate Smart menu at the top of the Main Options > Menu page, and change the threshold for the mobile menu so it never comes up (like 200)

Without plus, you would have to create your own menu bar
