    I tried adding this to the +CSS for the content backgound.  Unless Xtreme makes it easier; site is wine.avwebmaster.com

    body{background-image: url(“/wp-content/uploads/2016/12/Content-bkg.jpg”);
         background-attachment: fixed;
         background-repeat: no-repeat;
         background-position: center center;
         background-size: cover;

    first body is the selector for the browser overall background.
    second your rule is missing the closing bracket

    If you are trying to put an image in the background of the content area, you would put the rule below in Main options > Content Areas > Content Area BG CSS+ box

    {background-image: url(“/wp-content/uploads/2016/12/Content-bkg.jpg”);
         background-attachment: fixed;
         background-repeat: no-repeat;
         background-position: center center;
         background-size: cover;
    }
