Is there an option to create  footer menus with links to our legal pages in weaver Xtreme without using widgets?

The footer is designed to use widgets, but it can be a text widget where you can enter whatever HTML you want, including links.

There is also a footer HTML area where you can enter HTML directly.

if you have the Xtreme plus plugin, you can use the extra menu widget or the shortcode in the insertion area of your choice
