    Every area has its own background color setting.

    Depending on the structure of your site, what you call content may be either trhe container area

    Customize > Colors > Wrapping areas > Container area

    or the content area

    Customize > Colors > Content

    If you need more help, we need a link to the site with precise description of the area in question

    I want to change the background color where the links are. For this page only.

    Have a look at this article

    Styling specific pages or devices (like BG Image) – Weaver Xtreme Guide (weavertheme.com)

    Your page id is 60 so the custom CSS rule to put in the theme Global Custom CSS rule box would be

    ,page-id-60 #content {background-color: red;}

    .page-id-60 #content {background-color: red;}

    Hmm. When I add it to

    Customizing ▸ Custom CSS Global Custom CSS it does not change any color.

    When  I add it to

    Customizing ▸ Custom CSS Content  it changes all pages, not just page id 60.

    Sorry there was a typo, it is a dot not a comma

    .page-id-60 #content {background-color: red;}

    If you have a problem, leave the rule in place and post back
