Yes and without too much difficulty.

The parallax feature in xtreme will give you that effect and a translucent, fixed menu is straight forward enough to achieve. Not too sure about the animation/transition effect on the menu as I have not attempted to do that myself with xtreme, but it will be achievable with some thought I would expect.

The example you are looking to emulate seems to have a couple of issues with the first image when you re-size the browser window to mobile sizes, which shows how you will most likely need to adjust the CSS as required for various devices.
