ModeratorIf you mean why one red part is smaller than the other, the first part is the sitewide bottom widget area which is at the bottom of the container and therefore has its size.
Below is a fullwidth footer that takes the whole width of the browser.

Is the content in your sitewide bottom widget area appearing on all pages?
If so just put that content in the Footer widget area with the other widgets, and if you need a different number of columns for these use the Custom widget width option in the footer widget area options instead of the columns option.

ModeratorSome possibilities:
1) Create a per page widget area for the blog page that contains both sets of widgets, and then use the per page replacement widget area in the Blog page options to replace the footer widget area by that one.
2) Alternatively, Once all widgets are in the footer widget area, you can use a plugin like dynamic widget to hide the blog page widgets on all pages except the blog page.

KeymasterNote that your page is the default WordPress blog page. Some Weaver options (especially the per page options) will not apply to that page.
If you need customization on a per page basis, you can switch your “blog” page to a Weaver Xtreme Page with Posts page, and then the per page options can be applied.

ModeratorTo make sure your blog page is not the default one you go to Dashboard > Settings > Reading, Make sur the front page is set to a normal page, and that Nothings is selected in the Post Page drop Down list (showing select).
Then you create your blog page with a regular page based on the page with Posts template.

KeymasterThe per page options are at the bottom of the page you’ve set as the blog page (using the Page with Posts template) content edit window. You may have to open it with the down arrow on the right.

ParticipantI am confused when I look at the blog page there is content on it? All I see is Post Single Page Options. Is the blog set up wrong? Do not see Page with Posts template. Is there an easier way to do this?

YES
Now, After you do that, do you still have a blog page? Did you create one.
A weaver Blog page is just a regular page, and when you go in that page editing page, in the Attribute BOX, under Template drop down list, select “page with Posts”, then publish.
That will make that page with posts, which is a blog page.
