Looking at the help in Add-ons > Show if shortcode ?buble, it looks like the quotes are not needed
[show_if device=mobile] <img src=”MobileHeaderImageUrl” />[/show_if]
In which case it was my error. But you should always read the help of any feature you use 🙂
