If you do not have plus, it may involve some custom CSS which we can help with when we have the above.

Without plus, you could use the header widget area with two equally wide widgets one for the logo one for the text. You could use custom CSS to make them unequal width (built in option with “Plus”)
You could also use the pre wrapper HTML insertion area with custom CSS to create that banner.
You could also use the header image for the logo and the HTML insertion area for the text and use Custom CSS to put them side by side.

As a rule, there is pretty much no layout that cant be done, depending if you have Plus or not it may require a bit of custom CSS to get the result you want
