For the Menu, you have two possibilities

If you do not have the Plus Plugin, you need to select  “full width Items centered” in the menu align area dropdown list

If you have the Plus Plugin, you can use the menu Classes box to enter the class  wvrx-fullwidth 

That class with extend the BG to full width
