I think that as a general rule, on mobile you try to minimize wasted space in the header, so @weaver may have added that rule to do just that.

Using negative margin is usually not the best way to do a layout as it can react differently on different browser.

If you give us a link too the site explaining why you are doing that, we can see if there would be a more appropriate way to achieve what you are after.
